Paul completed a B.A. and Pre-Masters year at the University of Manitoba before earning an LL.B. at the University of Ottawa in 1971. Called to the bar of Ontario in 1973, Paul has practiced law in Ottawa ever since. In 2007, he received a Family Law Arbitrator Certificate from the University of Waterloo, Conrad Grebel University College.

Paul holds or has held a number of memberships and appointments:
  • Member of the Carleton County Law Association
  • Licensed since 1984 by The Ontario Ministry of Children and Youth Services to place children for adoption
  • Appointed Director under the Ontario Child and Family Services Act on several occasions to arbitrate disputes between Ontario Children Aid Societies and persons to whom they provide services
  • Member, in 1961, of the St. Michael's Majors Memorial Cup hockey team
  • Past Member of Canada’s National Hockey Team in 1964-1968 (Bronze Medal 1968 Olympic – Grenoble)
  • Founding Director of the Ottawa Foyers Partage, a non-profit corporation that operates community houses for physically and mentally challenged persons
 
In his free time, Paul enjoys golf, skiing, fitness, reading, and his grandchildren.
